The Division Chief for a procurement systems division with responsibilities for an Acquisition System was faced with the following:

  • How will the organization ensure continuity of operations while transitioning operations seamlessly from one vendor to another?
  • What new ideas and offerings can be provided to customers, so that they continue to fund our operations?

Approach & Results


  • Developed and executed a strategy to ensure timely completion of a $40M Acquisition
  • Interfaced with Procurement Operations and the Program Office to develop the Solicitation, Acquisition Strategy, Source Selection Plan; Supported Evaluations and the Source Selection Team
  • Developed acquisition approval requests and business case to secure funding
  • Developed and implemented SOPs for Program Management Office that supports a system deployed to over 5000+ geographically dispersed users
  • Developed communication strategy and templates
  • Developed and implemented testing methodology
  • Developed and implemented release and stage gate review criteria
  • Advised directors and executives on operational and strategic matters to ensure the accomplishment of organizational goals


  • On-time completion of acquisition
  • On time delivery of software releases with minimal defects providing outstanding user experience that led to the highest score on OMB Scorecard as well as on going funding
  • Continued funding of program and interest from other agencies in the operations of this model Acquisition System program
